BIDDER <br />COLLEE UNDERGROUND <br />JOBEAR, INC. <br />COASTLINE UTILITIES <br />AOB UNDERGROUND <br />RECOMMENDATION <br />BID AMOUNT <br />NO BID <br />$294,664.00 <br />$198,441.00 <br />$226,019.04 <br />Although the low bid of $198,441.00 exceeds the budget estimate for <br />construction of $145,900.00 by the amount of $52,541.00, and since <br />all other bids were substantially higher, the Division of Utility <br />Services feels that rejecting all bids and going to bid a second time <br />may result in'even higher bids. <br />The Division of Utility Services, therefore, recommends that the <br />Board of County Commissioners accept the low bid of $198,441.00 as <br />submitted by COASTLINE UTILITIES, 7436 SOUTH U. S. #1, PORT ST. <br />LUCIE, FLORIDA 33452 and thereby authorize and execute the contract <br />documents for the subject project, which will be forwarded to you <br />under separate cover. <br />Terry Pinto, Director of Utility Services, reported that <br />the bids on this project were in excess of what they estimated. <br />The problem is a rock layer that runs through that area and all <br />three of the bidders are very concerned about that. This is an <br />assessment project and $52,000 is in excess of what we had set <br />up on the assessment roll. We have the option of going through <br />the assessment roll again or awarding the bid and absorbing the <br />$52,000. Time is of the essence on this project, and he did not <br />feel we would get any better bids. Director Pinto believed that <br />the impact fees that are going to be charged in this project <br />above that of the assessment will more than make up for the <br />extra costs. He stated that there is plenty of money to build <br />the project and the need is very, great, and recommended that the <br />Board award the bids and authorize them to proceed with the <br />project. <br />Commissioner Bird asked if there is any inconsistency in <br />absorbing the $52,000 on this project, but Director Pinto felt <br />that we would not be setting a precedent in this specific case. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />staff's recommendation as set out above. <br />88 <br />
