JAN 2 7 1987 <br />GOOK 67 <br />rights and responsibilities of the County and the City <br />concerning the unincorporated area residents who are being <br />served certain utilities by the City. The City derives its <br />right to service unincorporated area residents with <br />electricity from the Public Service Commission and for water <br />and sewer by a long sequence of agreements with the Board of <br />County Commissioners, and by historical development. <br />The proposed three franchises would grant the City of Vero. <br />Beach an exclusive right to provide the services in the <br />defined territories as shown on the maps attached to the <br />Resolution as Exhibit "A". In return for this franchise, <br />the County would receive a six percent franchise fee on the <br />gross revenues of the City received from the unincorporated <br />area. <br />Passage of this franchise by the County, and its subsequent <br />acceptance by the City, will be a major step towards the <br />completion of the Utility Department's design of treating <br />all utility customers in the unincorporated area of the <br />County similarly, in that all would be charged the identical <br />franchise fee which would be paid to the County for use for <br />any lawful purpose. <br />If the County approves these franchises, I will relay them <br />immediately to the City and appear at the Council meeting at <br />which the franchises will be discussed by the City. <br />Electric <br />Water <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Resolution 87-12, granting to the City of Vero Beach, <br />Florida, an electric franchise in certain <br />unincorporated areas of Indian River County. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Resolution 87-13, granting to the City of Vero Beach, <br />Florida, a water franchise in certain unincorporated <br />areas of Indian River County. <br />93 <br />
