TO AMEND THE ZONING ORD - <br />Planning & Devel9pment Director INANCE TO CREATE THE <br />RS -2, SINGLE-FAMILY RES- <br />IDENTIAL DISTRICT <br />FROM:Ric�lyd M, shearer, - REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 3, 1987. <br />DESCRIPTION & CONDITIONS <br />On December 2, 1986, the Board of County Commissioners approved <br />the down -zoning of 122 acres located north of 16th Street, west <br />of 43rd Avenue, and east of 58th Avenue from RS -6, Single -Family <br />Residential District (up to 6 units/acre), to RS -3, Single -Family <br />Residential District (up to 3 units/acre). At the public <br />hearing, a number of property owners in the area indicated that <br />they felt the RS -3 district allowed a density too high for this <br />area and that future development should be limited to one or two <br />units per acre consistent with the existing development in this <br />area. <br />After the public hearing, the Board did rezone the area to RS -3. <br />However, the Board instructed the staff to prepare a new zoning <br />district which would allow up to 2 units per acre which might be <br />utilized in this area. <br />On January 8, 1987, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />The proposed RS -2 district is designed to allow up to two <br />dwelling units per acre. The proposed RS -2 district is very <br />similar to the RS -3 zoning district except that it has a larger <br />minimum lot size and a larger required minimum lot width. <br />Moreover, the RS -2 district was specifically designed to be more <br />restrictive than the existing RS -3 district but not as <br />restrictive as the existing RS -1, Single -Family Residential <br />District (up to 1 unit/acre). If adopted, the RS -2 district <br />could be utilized not only along 16th Street, but also in other <br />areas of the County which have very low density development <br />patterns. ' <br />RECOMMENDATION <br />Based on the <br />Commission's <br />proposed RS -2 <br />above analysis, including the Planning and Zoning <br />recommendation, staff recommends approval of the <br />district. <br />12 <br />
