r <br />RECOMMENDATION <br />The Board of County Commissioners should serve notice on both <br />districts that they will no longer be able to participate in the <br />self-insurance trust fund. <br />Due to the nature of the insurance market, I suggest that the <br />effective date of your decision bE July 1, 1987. <br />Commissioner Eggert inquired exactly what the extent of our <br />liability is on this. <br />Administrator Balczun advised from reviewing our contract <br />documents and the lack of an in-depth agreement with the <br />participating agencies, it appears we have unlimited liability. <br />Commissioner Bird stated that he would like to have this <br />handled in a more diplomatic way and say we are considering <br />dropping coverage as of a certain date. <br />Administrator Balczun informed the Board that he already has <br />done that. Actually there is no nice way to do this. The <br />Administrator explained that we operate a self-funded insurance <br />trust that essentially is funded by the.taxpayers of the county, <br />and the county has no business providing this service or func- <br />tioning as an insurance company. We can help these agencies find <br />insurance and try to guide them, but we can't provide them <br />insurance. He emphasized that if any employee of these districts <br />goes out and incurs $100,000 of medical expenses this year, we <br />just "ate" that. <br />Chairman Scurlock did believe several of the agency em- <br />ployees have had some major problems. He continued that one of <br />his major concerns is that we have had pretty good relationships <br />with both of these agencies, and there is a great need, especi- <br />ally with the Water Management District, to continue to cooperate <br />as we have to address rights-of-way, easements, etc., for our <br />utilities. <br />Commissioner Bird asked if the Water Management District <br />referred to is the Indian River Farms District, St. John's or <br />just what specific entity, and it was noted that it is the Indian <br />River Farms District headed by John Amos. <br />37 tel. <br />FEB3 1987 BOOK <br />
