The architect's services were donated originally <br />but because of the extra requirements, there will be some fees <br />for the architect and some engineering fees, as well as impact <br />fees from the County. <br />Commissioner Eggert felt it would be possible to do at least <br />a first phase for $250,000. <br />Commissioner Bird felt that way also, but advised the archi- <br />tect said that based on today's construction costs, it would be <br />about $48 a foot to build the original building. He felt the <br />workshop is needed to decide whether the building could be scaled <br />down further and still be functional and provide the facilities <br />they need. <br />Chairman Scurlock believed that is inconsistent with the <br />action of this Board. He felt the Commission Minutes of <br />December 16th reflect very clearly that the majority of the Board <br />voted in favor of conveying the deed to the School Board and made <br />it plain that we do not want that deed back. These are PECO <br />funds which are conveyed to the school system; it is their <br />building project; and they should be involved in setting the <br />budget and identifying the cost. As to the role to be played by <br />the Board of County Commissioners, the Chairman believed that we <br />indicated willingness to participate at some level not only in an <br />annual budget, but in some of the potential initial construction <br />cost, and this is what he felt needs to be conveyed to the School <br />Board rather than have an open agenda meeting. <br />Commissioner Bird agreed it has been the Commission's <br />position to deed the land to the School Board, and it is their <br />land to build this building, but he informed the Board that <br />Superintendent Burns apparently is going to recommend that once <br />this is built, they would offer it back to the county. <br />The Chairman and Commissioner Eggert both stressed that this <br />already has been discussed and the county has indicated what we <br />would do.
