Chairman Scurlock noted there may <br />be a shortfall in the Douglas School program and we may have to <br />assist them with site work also. <br />Commissioner Bird expressed concern about the cost of ex- <br />tending utilities to the site, but the Chairman did not see this - <br />as a significant problem. <br />Commissioner Wheeler asked why we couldn't create a special <br />taxing district for the area and let them be self-sufficient. <br />The Chairman noted <br />that <br />for <br />a long time Gifford <br />has <br />wanted <br />to incorporate, but the <br />State <br />has <br />not gone along with <br />it. <br />He <br />believed they have failed to look at a special taxing district as <br />a vehicle by which they could approach that end. <br />Discussion continued re the County creating such a district <br />for then, and Commissioner Bird felt that would take a lot of <br />soul searching. He personally felt incorporation would be the <br />worst thing for them. <br />Commissioner Wheeler stated that he liked paying for what <br />you get and he believed the leaders in Gifford feel the same way. <br />Chairman Scurlock noted that portion of our community was <br />neglected for a long time, and the Commission gave them a <br />commitment about six years ago to start doing some positive <br />things. He believed the Commission has been dedicated to that <br />and that we have accomplished a great deal.
