FEB 10 1937aooa 67 F.,kF <br />Commissioner Bowman felt that if we pass a regular ordinance <br />on this matter, a lot of education would have to be done with the <br />Police Department to let it be known that it is illegal to have <br />lights on at the beach during certain nighttime hours. <br />Commissioner Bird felt the best way to go is through a <br />zoning ordinance so that we have some real teeth at the time a <br />building permit is issued for new construction. <br />The Chairman opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. There were none. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the Public Hearing. <br />Commissioner Bowman wished to have the ordinance go into <br />effect on May 1st, rather than August 1st, so that we have <br />protection during this year's turtle season. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board adopt Ordinance <br />87-15, amending the Zoning Code for protection of sea <br />turtles by restricting outdoor lighting in beach areas <br />and in the unincorporated area of the county; with the <br />amendments outlined by staff, to be effective May 1, <br />1987. <br />Commissioner Wheeler still wished to see it applied <br />county -wide and enforced by County law enforcement officers along <br />with the Code Enforcement Board, but Commissioner Eggert felt it <br />was not really necessary since Indian River Shores has an <br />ordinance, and Vero Beach either has one now or will have one <br />soon. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />22 <br />
