REQUEST FROM IRC HEAD START PROGRAM FOR COUNTY ASSISTANCE IN <br />FUNDING IMPROVEMENTS TO THE OLD DOUGLAS SCHOOL SITE IN WABASSO <br />The Board reviewed the following memo dated 1/30/87: <br />TO: The Honorable Members of the DATE: January 30, 1987 FILE: <br />Board of County Commissioners <br />THROUGH: <br />Charles P. Balczun, <br />County Administrator SUBJECT: <br />Request from Indian River <br />County Head Start Program to <br />Assist in Finding Inprovements' <br />to the Old Douglas School Site <br />in Wabasso <br />FROKJames W. Davis, P.E., REFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />Mr. Leonard Edwards, Director of the Head Start.Program, has received bids <br />for the modifications to Douglas School in Wabasso to convert the school <br />into a new Head Start facility. The buildings and land are county owned <br />and leased to the Wabasso Progressive League for use by Head Start. <br />The low bid in the amount of $18,358.90 that was recently received for <br />paving improvements was slightly above the budget that Head Start has funds <br />for construction. Mr. Edwards requested the Public Works staff to review <br />the bids and determine if approximately $2000 could be saved to bring <br />construction within their budget. <br />ALTERNATIVES AND ANALYSIS <br />Staff has reviewed the low bid and a savings of approximately $1600 could <br />be realized if the County's asphalt contractor, Dickerson, Inc., performed <br />the asphalt work at the $36 per ton bid (Road and Bridge Division annual <br />contract). In addition, the County is being asked to fund approximately <br />$1000 for paving the driveway approaches in the right -of --way, as well as <br />grade swales along the project frontage. <br />RECOMMENDATION AND FUNDING. <br />Staff recommends that the parking lot be paved under the County's annual <br />asphalt contract for approximately $2660 and that the funding be by the <br />Head Start budget. Staff also recommends that $1000 be funded from Board <br />of County Commissioners Contingencies for the driveway aprons. <br />Chairman Scurlock understood that the total cost to the <br />County would be $1,000, with the money coming out of the Board's <br />contingencies. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />staff's recommendation as set out in the above memo. <br />41 <br />BOOP(�1:i <br />
