Goulet REFERENCES: <br />Staff Planner, Long -Range Planning Hatch Memo <br />It is requested that the data herein presented e given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 17, 1987. <br />DESCRIPTION & CONDITIONS <br />Mr. Chauncy R. Hatch, Jr. is requesting to enlarge the Oslo <br />Road/27th Avenue Commercial Node from 50 acres to 57 acres by <br />redesignating approximately 7.1 acres from LD -2, Low -Density <br />Residential 2 (up to 6 units/acre), to Commercial and to rezone <br />the subject property from RM -6, Multiple -Family Residential <br />District (up to 6 units/acre), to CL, Limited Commercial <br />District. <br />The subject property is located south of 5th Street S.W. and east <br />of 27th Avenue. <br />On September 11, 1986, the Planning- and Zoning Commission voted <br />5 -to -0 to recommend denial of this request. <br />On October 21, 1986, the Board of County Commissioners voted <br />4 -to -0 to authorize staff to transmit the proposed land use <br />amendment to the State for review. The Board also indicated that <br />they would look favorably on the proposed amendment to enlarge <br />the Oslo Road 27th Avenue Commercial Node to 57 acres. <br />On January 12, 1987, the Planning Department received comments <br />from the State of Florida Department of Community Affairs, <br />pursuant to section 163.3184, Florida Statutes. These comments <br />follow: <br />CPA -077 through CPA -079: These applications to redesignate <br />existing land uses to commercial use, as discussed in the <br />staff comments, may well establish spot zoning and <br />commercial strip development precedents not compatible <br />with the county's established commercial node areas. <br />However, if sufficient pressure for commercial expansion <br />is.there, the properties in question could perhaps be <br />accomodated as commercial sites if adequate buffering, <br />,infrastructure, and access routes are provided for." <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is presently undeveloped. There is vacant <br />land and a Cumberland Farms convenience store, zoned CL, located <br />south of the subject property at the northeast corner of Oslo <br />Road and 27th Avenue. There are also several retail <br />establishments and vacant land, zoned CL, located west of the <br />28 <br />
