K a ng, CP THE COMPREHENSIVE PLAN <br />Planning & Dev lopment Director <br />FROM: �i <br />Rchard Shearer, REFERENCES: <br />Chief, Long -Range Planning Grall Memo <br />It is requested that the data herein presented be given formai <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 17, 1987. <br />DESCRIPTION & CONDITIONS <br />Bernard and Margaret Grall, the owners, are requesting to amend <br />the Comprehensive Plan by redesignating approximately 5 acres <br />located 700 feet west of 74th Avenue on the South side of State <br />Road 60 from MD -1, Medium -Density Residential 1 (up to 8 <br />units/acre), to Commercial, and to rezone this property from <br />RM -6, Multiple -Family Residential District (up to -6 units/ acre) ,_ <br />to OCR, Office, Commercial and Residential District. <br />On September 11, 1986, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of both -of these requests. <br />The applicants are proposing to develop this property for a <br />professional office complex. <br />On October 21, 1986, the Board of County Commissioners voted <br />4 -to -0 to authorize transmittal of this Comprehensive Plan <br />amendment request to the Florida Department of Community Affairs <br />(DCA) for a required 90 day review period. <br />On January 12, 1987, the Planning Department received comments <br />from the DCA relative to these Comprehensive Plan amendment <br />applications. The DCA's comments on this request are as follows: <br />"CPA -077 through CPA -079: This application to redesignate <br />existing land uses to commercial use, as discussed in the <br />staff comments,'may well establish spot zoning and <br />commercial strip development precedents not compatible with <br />the county's established commercial node areas. However, <br />if sufficient pressure for commercial expansion is there, <br />the properties in question could perhaps be accomodated as <br />commercial sites if adequate buffering, infrastructure, and <br />access routes are provided for." <br />On January 13, 1987, the Board of County Commissioners adopted <br />the PRO, Professional Office zoning district. The PRO district <br />could be utilized for the subject property without amending the <br />Comprehensive Plan. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. 35 <br />_ gym, <br />
