approximately 40 acres of land detached from the Town of Orchid <br />during the Spring of 1986. The subject property is located on <br />the south side of County Road 510 and the east side of the Indian <br />River. <br />On September 11, 1986, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />On October 21, 1986, the Board of County Commissioners voted <br />4 -to -0 to authorize transmittal of. this Comprehensive Plan <br />amendment request to the Florida Department of Community Affairs <br />(DCA) for a required 90 day review period. <br />On January 12, 1987, the Planning Department received comments <br />from the DCA relative to these Comprehensive Plan amendment <br />applications. The DCA's comments on this request are as follows: <br />"CPA -075, CPA -076, and CPA -082: These three proposed <br />amendments appear to be useful improvements and additions <br />to the existing comprehensive plan. We commend your <br />efforts to maintain, current, -enhanced information within <br />the plan document." <br />ALTERNATIVES & ANALYSIS <br />The Comprehensive Plan designates the land south and east of the <br />subject property as LD -2, Low -Density Residential 2 (up to 6 <br />units/acre). Because of the small size of the subject property <br />(approximately 40 acres) and the fact that all of the land in the <br />unincorporated part of the County surrounding the subject <br />property is designated as LD -2, Staff feels that the subject <br />property should also be designated as LD -2. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the subject <br />property be designated as LD -2, Low -Density Residential 2 (up'to <br />6 units/acre). <br />The Chairman asked if anyone present wished to be heard. <br />Mrs. Jeannette Lier, owner of acreage detached from the Town <br />of Orchid, wished to know how designating the subject property <br />LD -2 would affect the zoning. At the present time her acreage is <br />zoned Agricultural, and she would like it to remain so. <br />Commissioner Eggert assumed it would remain the same, and <br />Planner Shearer confirmed that the zoning ordinance provides that <br />any property not assigned to a zoning district is assigned to the <br />agricultural district. This property will be considered <br />Agricultural based on that, and if the Liers wish to rezone at <br />any time, they can come in and apply. <br />It was determined that no one further wished to be heard, <br />and the Chairman declared the public hearing closed. <br />45 BOOK v <br />°j4 <br />FEB 1? 1987 <br />
