T. <br />FROM: Direc REFERENCES: General Conditions <br />General Sery ces of the Contract for <br />• Construction <br />Substantial Completion is defined in Article 8.1.3 of the General <br />Conditions of the Contract for Construction as, <br />"the Date certified by the Architect when construction is <br />sufficiently complete, in accordance with the Contract Documents, <br />so the Owner can occupy or utilize the work or designated portion <br />thereof for the use for which it is intended." <br />The first Certificate of Substantial Completion was submitted in <br />December. Staff did not agree with the Architect, and after meeting <br />with all parties involved, that submittal was voided. <br />The Architect has determined, on the basis of an inspection, that the <br />-project is substantially complete as per the contract documents, and <br />issued the Certificate along with applicable "punch -list" items. The <br />Contractor has twenty-eight (28) days to complete that list. <br />Commissioner Bird was concerned about the amount of paper <br />used to copy the architect's punch list that is included in <br />today's backup material. He felt it would have been sufficient <br />to have one copy of the punch list put on file in the Commission <br />Office. <br />General Services Director Sonny Dean confirmed that the <br />punch list has been completed, except for one sign. <br />Chairman Scurlock understood that the only remaining items <br />are the switches and the acoustical problem, but Director Dean <br />emphasized that those items are design problems, not contractor <br />problems. The Certificate of Occupancy has not been issued as <br />yet, but the inspection was scheduled for yesterday. <br />Chairman Scurlock asked what documentation we have from the <br />Architect on those two design problems, because when we met with <br />18 <br />
