r <br />FEB 24 1987 h. <br />BOOK F Fr`.uE 05 <br />requirements and anything further would be at Mrs. Mesec's <br />expense. <br />Bill Meager of Engineering showed a video tape of the area, <br />and Commissioner Eggert -asked if the grass that was planted in <br />the swale made the drainage less effective. <br />Director Davis felt it had to some extent, but pointed out <br />that if grass is not planted, it creates an erosion problem. <br />Mrs. Mesec believed that staff favors the developer or <br />contractor in situations where there is a question of compliance <br />with the requirements of the ordinance, and Mr. Meager still <br />maintained that the contractor has taken every precaution to meet <br />these measures. <br />Director Davis assured Mrs. Mesec that staff has been <br />watching that area and when it is developed, the County will make <br />every effort to assist the City of Sebastian in solving the <br />problem. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously accepted <br />staff's evaluation that the existing drainage that has <br />been created meets the requirements of Ordinance 86-36 <br />as written; and instructed staff to continue working <br />with the City of Sebastian and the upland property <br />owner to try to accomplish a better system that would <br />have less impact on Mrs. Mesec's property in the <br />future. <br />Mrs. Mesec thanked the Commissioners for allowing her the <br />privilege of being heard today. <br />PUBLIC HEARING - FUCHS BAKING CO.
