r <br />SEB 2 4 <br />BOOK b I FSC:. �_J <br />The applicant proposes to develop this site for a bakery <br />distribution center with accessory retail sales of day-old bread. <br />On January 8, 1987, the Planning -and Zoning Commission voted <br />5 -to -0 to recommend approval.of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on- the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property and the land south of it is undeveloped. <br />North of the subject property is a convenience store and the Vero <br />_--Highlands Welcome Center zoned CG. Further north, is a <br />-contractors trade building zoned CH. East of the subject <br />property, across the F.E.C. Railroad, is a vacant lot zoned CG <br />and a service station zoned CH. West of the subject property, <br />across Old Dixie Highway, are single-family residences zoned <br />RS -6, Single -Family Residential District. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all of <br />the land around it as part of the U.S. 1 MXD, Mixed -Use District <br />(up to 6 units/acre). Further west, 300 feet west of Old Dixie <br />Highway, the land is designated as LD -2, Low -Density Residential <br />2 (up to 6 units/acre). <br />The proposed CH zoning is in conformance with the MXD land use <br />designation and is consistent with the existing CH zoning to the <br />south. <br />Transportation Svstem <br />The subject property has frontage on 20th Place S.E. (Highland <br />Drive S.E.) and Old Dixie Highway (both classified as secondary <br />collector streets on the Thoroughfare Plan). The maximum <br />development of the subject property under the proposed CH zoning <br />could generate up to 71 average annual daily trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />There is a County watermain located on the west side of Old Dixie <br />Highway north of 20th place. County, wastewater facilities are <br />not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />
