FEB <br />245, <br />BOOK <br />67 F,,� 413 <br />Commissioner <br />Bird asked why the P & Z Commission <br />felt so <br />adamant about including the whole area, and Chairman Scurlock <br />felt it was due to pressure at the Public Hearing. <br />Commissioner Wheeler asked how those areas that staff wants <br />to exempt would be accessed, and Richard Shearer, Chief of <br />Long -Range Planning, advised that it would be through the mixed <br />neighborhood. He believed it would be difficult to develop a <br />subdivision back in there when you have to go through a mixed <br />area to get to it. <br />Commissioner Wheeler wondered if there was some way to <br />separate those neighborhoods as far as entrances are concerned, <br />but Mr. Shearer stressed that staff is not recommending that <br />these areas be made RS -3 today; staff is recommending that the <br />striped areas be deleted because it does not have the mixture to <br />the extent the others have. <br />Public Works Director Jim Davis noted that there are mostly <br />unimproved streets in this area, the only paved roads being Lane, <br />Gibson and Josie Streets. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard. <br />Attorney Michael O'Haire, representing a number of property <br />owners within the ROSE -4 area, did not feel that this proposed <br />rezoning is very controversial. He felt we have to be realistic <br />because there is industrial on 3 sides of this area. On the <br />north is the garbage dumpm and the airport is on the south. In <br />order to get to the areas that staff has proposed to be excluded, <br />you have to go through what everyone concedes should be ROSE -4, <br />regardless of how ROSE -4 is defined in the next Public Hearing <br />this morning.
