The Administrator stated that generally when he <br />signs, he is indicating that the contract document is in the best <br />interests of the county. <br />Commissioner Bird believed if any of the staff feels <br />something is not in the best interests of the county, the time to <br />indicate that is when we are discussing it at the meeting. <br />In the ensuing discussion regarding how complex things have <br />become, Chairman Scurlock discussed the County structure, noting <br />that we have only three people who work directly for the Board - <br />the County Attorney, the Administrator, and Administrative Aide <br />Liz Forlani; everyone else works directly under the <br />Administrator. <br />Attorney Vitunac stated that is why we should have at least <br />two names on each document - the County Attorney and County <br />Administrator - and then you know that everything under each of <br />them has been covered. He continued that the stamp the attorney <br />signs actually does not mean just that the document is in the <br />proper form, but that the document does what the Board wanted it <br />to do, and it is legal. <br />Commissioner Eggert noted that she just wasn't sure what the <br />stamp meant and wanted to express her feeling that she is <br />counting a lot on the Attorney's office, especially since we have <br />adopted the policy that if we move to approve a certain thing, <br />included in that approval is the ability for the Chairman to sign <br />the document. <br />Commissioner Bowman suggested the Attorney's stamp could say <br />"form, substance, and legal sufficiency," and Administrator <br />Balczun suggested the word "intent." <br />3 <br />MAS 31987 BOOK 6 7 PF§I) -L 4 5 58 <br />
