a 1"'J e <br />BOOK 6 � �,;..;F. five <br />believed the state now considers wastewater as a renewable <br />resource, and we must start thinking of it in those terms. <br />Chairman Scurlock discussed the possibility of a joint <br />venture to develop a facility and to develop our resources. <br />City Manager Little commented that he did not agree with <br />anything he has heard here tonight on either side. He did not <br />believe the numbers are intended to add up as Chairman Scurlock <br />has added them. There are two ways to get the effluent out of <br />the river that don't cost anywhere near that much, and he would <br />suggest that the two staffs meet with the consultant who prepared <br />these reports. <br />Chairman Scurlock asked if that meant that the City Manager <br />was not accepting the City's own study. <br />City Manager Little noted that he himself has been in the <br />utilities business a long time, and he believed there are some <br />things that need to be discussed and improved upon. He stated <br />that he would like to include Utilities Director Pinto in those <br />discussions, go over this report in all of its nuances, and then <br />come back to both parties with a recap. <br />Chairman Scurlock believed the main goal is to get the <br />discharge out of the river, and City Manager Little believed all <br />this can be accomplished and much more economically without <br />getting involved in a today's cost facility. <br />Councilman Howard commented that what bothers him is that <br />people think you can just go down there and cut that water off <br />immediately, and then those people complain if it backs up in <br />their bathrooms. Councilman Howard felt we should start where <br />the problem is, and he stated emphatically that the pollution of <br />the Indian River is not caused by their sewer plant. <br />Mayor Acor and Councilman Macht agreed that the City plant <br />is well run, and the Mayor felt that part of what -Councilman <br />Howard is saying is that there are a lot more things polluting <br />the river than just the sewer plant, i.e., runoff from the <br />irrigation canals, etc. - <br />10 <br />
