City of Vero Beach, and if they do not wish to participate, we <br />can instruct our consultants to work around them. <br />Chairman Scurlock suggested that in the long range planning <br />we at least include the capability of an intertie with Vero Beach <br />in the event a problem should arise in either system, and <br />Director Pinto advised that ability is already there. <br />Commissioner Bird believed there was talk at one time about <br />the possibility of taking effluent over the 17th Street bridge to <br />The Moorings for golf course irrigation. <br />City Manager Little agreed there was, and they were going to <br />study that, but they have not worked out with the DER exactly <br />what they would have to do to put effluent on the golf courses. <br />Utilities Director Pinto explained that to be able to use <br />effluent on the golf course, you have to have the ability to <br />store it at least 72 hours in case of heavy rainfall. In our <br />North Gifford plant, we have proven to the DER that if you do <br />your modeling including the rain, you can irrigate rain or shine. <br />Chairman Scurlock felt if the Council will establish their <br />policy and prepare a statement as to whether they will partici- <br />pate or not, then we can get on with our business. <br />Councilman Macht felt this is too important a matter to act <br />on quickly and asked if it would be agreeable to both bodies to <br />hold a session devoted entirely to this subject. <br />Chairman Scurlock stated that he, as one Commissioner, did <br />not want to get involved in pushing policy on the City Council. <br />Obviously he and City Manager Little each have their own views on <br />this. <br />City Manager Little again stressed that the City has facili- <br />ties that were built with low cost labor, low cost materials, and <br />they have a very low embedded debt cost. He personally did not <br />feel it would make economic sense to go to a countywide water and <br />sewer authority unless the City had some insurmountable needs, <br />and he did not feel that they do. <br />QR 1 l 7 1 3 BOOK � 6 � �E 61 <br />
