underfunding in comparison with other counties has to be looked <br />at in each budget year to determine the demand and the level of <br />services being received, and, of course, the ability to pay. <br />It is very difficult to understand how the County's budgeted <br />funds can be exhausted when we are only into the 6th month of the <br />fiscal year. In any event, he could not understand why Dr. <br />Walker did not come to the Board for additional funds before <br />refusing services such as these blood tests. <br />Chairman Scurlock stated that he does not support the <br />reappointment of Dr. Walker. While we are not capable of judging <br />him on his medical ability, we are in a position to evaluate him <br />on communication, cooperation, and the level of service we have <br />received. He hoped that the Board as a whole would not support <br />Dr. Walker's reappointment. <br />Attorney Vitunac pointed out that Dr. Walker promised to <br />become a certified forensic pathologist, and has not done that <br />because he is still practicing medicine on the side. He is not a <br />full-time Medical Examiner. <br />Chairman Scurlock also pointed out that it was more cost <br />effective for the County when we used Dr. Cox and Dr. Rogers at <br />Indian River Memorial Hospital. <br />OMB Director Joe Baird clarified that Dr. Walker requested <br />$121,000 for his budget for the 1986-87 fiscal year, and received <br />$80,000. He has received all his draws through the end'of March, <br />which amounts to only $40,000 of that $80,000. To his knowledge, <br />Dr. Walker has not requested any additional funds from the budget <br />office, nor the Commission. <br />Commissioner Bird stated that he has been very unhappy with <br />Dr. Walker for quite some time, and for him to refuse these blood <br />tests is the last straw as far as his reappointment is concerned, <br />and Commissioner Eggert agreed. <br />Commissioner Wheeler also agreed, because over the past 4 <br />years after <br />attending these meetings <br />and from what he <br />has read <br />in <br />.I= <br />116 <br />BOOK <br />:J � I ASC <br />7�L95 <br />
