Robert Keating, Director,of Planning & Development, <br />explained that the purpose for requiring these easements is to <br />provide access either to the river or to the ocean, and the way <br />the ordinance is written, the developer has the option of either <br />providing that 15 -ft. easement and improving that easement with a <br />paved walkway or requesting that the Board accept funds in lieu <br />of the dedication. Director Keating noted that the intent of <br />the Zoning Ordinance and the subdivision regulations is to have <br />these accesses a quarter of.a mile apart, which is approximately <br />1000 feet. <br />Commissioner Bowman felt it would be better to require a 30 <br />ft. easement so that cars could be parked on either side. <br />Director Keating did not believe the easements are ideal in <br />the sense that they don't provide for parking, and in some cases, <br />the developer could decide on something that is not really <br />useful. That is why staff usually recommends that funds be <br />accepted in lieu of an easement, and that the funds go into the <br />parks development fund. <br />Commissioner Bird understood that the size of the required <br />easement is related to the development's frontage on the river or <br />ocean. He felt that while access is important, we should take it <br />where we have more room to provide for parking. <br />Commissioner Bowman pointed out that when you divide $8,800 <br />by 18 lots, it was only $500 and felt it was worth more than that <br />to each lot owner not to have the nuisance of a public access. <br />Director Keating explained that the amount of contribution <br />to the park development fund is determined by an appraisal of the <br />value of the easement and also an appraisal of the costs of the <br />improvements that would be necessary. However, the appraisal is <br />based on raw land, not improved land. <br />Chairman Scurlock asked if we could go ahead and approve <br />this item today and then direct staff to,analyze the process <br />further, and Commissioner Bowman stated she would like to revisit <br />this whole matter. <br />BAR � 1987 <br />17Boos f r <br />
