Keat ng, CP SUBJECT: <br />Planning & Development Director <br />FINAL PLAT APPROVAL FOR <br />KINGSWOOD ESTATES SUB- <br />DIVISION PHASES 2 & 3 <br />FROM: Stan Boling /�' 6' REFERENCES: kingswood <br />Chief, Current Development STAN4 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 24, 1987. <br />DESCRIPTION & CONDITIONS: <br />Kingswood Estates subdivision Phases 2 & 3 are the last of a three <br />phase subdivision located on the south side of 16th Street at <br />King's Highway. Phases 2 & 3 are comprised of 33 lots (each <br />approximately 1/2 acre in size) on ±21.42 acres. <br />On April 5, 1984, the Planning and Zoning Commission granted <br />preliminary plat approval for the three phase subdivision. Phase <br />1 has been constructed and received final plat approval on <br />November 28, 1984. Phases 2 & 3 have now been constructed and the <br />owner, Kingswood West, Inc., is requesting final plat approval and <br />has submitted: <br />1. a final plat for Phases 2 & 3 in conformance with the ap- <br />proved preliminary plat; <br />2. an executed construction contract for grassing work yet to be <br />completed; and <br />3. a three -party escrow agreement to guarantee the submitted <br />construction. <br />ANALYSIS: <br />The Public Works department has inspected Phases 2 & 3 and has <br />verified that all required road and drainage improvements, to be <br />owned and maintained by a private property owners' association, <br />have been completed with one exception. Some grassing work <br />remains to be completed along some swales. Public Works has <br />accepted an arrangement to "bond -out" completion of the remaining <br />grassing work at a later date via the submitted contract and <br />escrow agreement. The Utilities department has verified that the <br />water system within Phases 2 & 3 has been constructed and accept- <br />ed. <br />Upon acceptance <br />all applicable <br />satisfied. <br />of the construction contract and escrow agreement, <br />requirements for final plat approval will be <br />22 <br />MA <br />R 2 4 1987 BOOK �7 r,, 6 71 <br />
