APR 7 `987 <br />BOOK 6 7 FADE 8a3 3 <br />Section 25.1 Regulations for Specific Land Uses <br />(f) Institutional Uses <br />(7) Residential treatment centers (Special Exception) <br />a. Districts requiring special exception: <br />Residential treatment centers may be allowed <br />in the CL, CG and CH Districts upon approval as a <br />special exception as provided in Section 25.3 and <br />after meeting the requirements defined below._ <br />b. Additional information requirements: <br />1 The site plan shall denote the location of all <br />structures and parking facilities, for all <br />adjacent sites and meet all requirements of <br />Sections 23.1, 23.2, and 23.3. <br />2. A floor plan showing the location, size, and <br />space utilization of each room shall be sub- <br />mitted. <br />3 The applicant will identify any and all res- <br />idential treatment facilities located within <br />one mile of the site. <br />4 The applicant shall submit a signed affidavit <br />stating that all applicable regulations of <br />Indian River County and the State of Florida <br />as exist at the time of approval have been <br />satisfied and that the applicant will comply <br />with all future regulations. <br />d. Criteria for Residential treatment centers. <br />1. Residential treatment centers shall be defined <br />as a secure treatment facility treating in- <br />patients and providing a living environment <br />which includes the supervision and care <br />necessary to meet physical, emotional and/or <br />social needs of clients. Residential treatment <br />centers may house a number of unrelated <br />individuals undergoing treatment and staff <br />members responsible for treatment. Residential <br />treatment centers must meet all 'licensing <br />requirements of the Department of Health and <br />Rehabilitative Services of the State of <br />Florida. <br />2. To avoid unsafe or unhealthy conditions that <br />may be produced by the overcrowding of persons <br />living in these facilities, a minimum floor <br />area per person sl!all be required. Floor area <br />requirements shall be measured from interior <br />walls of all rooms including closet space. <br />(i) Total interior living space. A minimum of <br />two hundred (200) square feet of interior <br />living space shall be provided per facility <br />resident. Interior living space shall in- <br />clude sleeping space and all other interior <br />space accessible on a regular basis to all <br />facility residents. <br />(ii) Minimum sleeping areas. A minimum of <br />eighty (80) square feet shall be provided <br />in each sleeping space for single occu- <br />pancy. A minimum of sixty (60) square <br />feet of sleeping space shall be provided <br />for each bed in a sleeping space for multi- <br />ple occupancy. <br />(iii) Bathroom facilities. A full bathroom with <br />toilet, sink and tub or shower shall be <br />provided for each five (5) residents. An <br />additional toilet and sink shall be pro- <br />vided for each additional group of four (4) <br />persons or less. <br />3. The facility shall provide parking at a rate <br />of one space per 500 square feet of gross <br />floor area and comply with all other aspects <br />56 <br />
