r -1 <br />SPR d 1987 Boa 67 ul-JE 845 <br />extension of roadway frontage, construction of the potable water <br />distribution line, as well as the sanitary collection system, <br />plus the drainage out -fall system, they submitted a second <br />appraisal estimating a market value of $110,000. He, therefore, <br />felt the Board would be well secured if they lent the Housing <br />Authority the money to pay the DCA. <br />Attorney Collins continued to stress that the Housing <br />Authority is making a very positive aggressive impact on solving <br />a problem that exists in this county. The time frame is about a <br />year to get this squared away, and if the Board will either take <br />a conveyance of the land and hold it for two years or will lend <br />the funds, the Housing Authority will give a mortgage so the <br />Board will be well secured under whatever terms the Board <br />desires.This would give them a chance to get Phase Il funded and <br />get it constructed, and the real benefit would be that the <br />Housing Authority then would be self-supporting. <br />Chairman Scurlock noted that while he has been an outspoken <br />critic against the Housing Authority, he must agree that he has a <br />favorable reaction to the Victory Park project and felt the <br />rental unit concept with a resident manager is viable. Treasure <br />Coast Village, however, with plywood over windows, coke machines <br />in the front yard, and garbage lying around, certainly does not <br />demonstrate pride in ownership, and he felt is a failure. He <br />further noted that you can buy lots elsewhere in the county for <br />the same amount. <br />Attorney Collins agreed, but pointed out that you can't get <br />FHA funding for them. <br />Chairman Scurlock felt for $400,000 we could have gone out <br />there and bought lots and given them away and been ahead of the <br />game. <br />Commissioner Eggert agreed and wished the private sector was <br />dealing with the single home project, but they aren't. She did <br />feel Victory Park is a whole different thing than Treasure Coast <br />Village, and pointed out that the Economic Development Element of <br />68 <br />
