r <br />APR 7 ,17 <br />BOOK 67 F'A,F 857 <br />Director Davis stated that he would like to contract and try <br />this on a one-time basis to see how it works and possibly <br />continue until we reach a time where it would pay to have our own <br />street sweeper. <br />Chairman Scurlock was concerned about setting a precedent <br />and having other subdivisions such as The Moorings come in with a <br />similar request. <br />Commissioner Bird agreed, but asked Director Davis, as a <br />Public Works Director and head of the Florida Association of <br />County Engineers, if it is fairly standard throughout the state <br />that the county accept this responsibility and whether we are <br />behind in adopting that policy. <br />Director Davis felt we are transitioning from a rural county <br />to a more urban county. Usually the reason for incorporating is <br />to provide better services to a particular area. He advised that <br />the Legislature has gone more towards an MSN to provide these <br />services for such things as street lights, etc., and believed <br />this could be approached that way and handled on a case by case <br />basis. As to The Moorings, he pointed out that there are more <br />private R/Ws there, and he believed we have been fairly <br />responsive to The Moorings and Pebble Bay. In Vero Highlands <br />there is on-going construction with trucks moving materials, and <br />we have more of a problem in a developing subdivision. .Also, the <br />Highlands is a very spread out subdivision. The Moorings and <br />Pebble Bay are much more compact. <br />Discussion ensued regarding the sweepers used by the City of <br />Vero Beach, the costs involved with the maintenance and operation <br />of street sweepers, etc., and Director Davis continued to argue <br />in favor of at least going in and trying the service out. <br />4 Chairman Scurlock inquired why it is limited to curb and <br />gutter roads, and Director Davis advised that on those roads the <br />dirt and debris that gathers tends to block drainage. <br />80 <br />
