FINANCE ADVISORY COMMITTEE <br />Chairman Scurlock reported that the Finance Advisory <br />Committee at their March 25th meeting recommended that the Board <br />of County Commissioners expand the services of the firm of Mayes, <br />Sudderth and Etheredge, to investigate alternative funding <br />mechanisms, such as an impact fee, to fund County parks, <br />including the South County Regional Park, and further, that the <br />consultants develop a master plan for County -wide recreation <br />programs. Their whole thought process was impact fee and user <br />fee oriented. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Wheeler, the Board unanimously authorized <br />expanding the scope of services rendered by Mayes, <br />Sudderth and Etheredge to include the above. <br />PARKS AND RECREATION COMMITTEE <br />Commissioner Bird presented the following summary of action <br />and reviewed the various items: <br />4/9/87 SUMMARY OF ACTIONS - PARKS AND RECREATION <br />COMMITTEE <br />The Babe Ruth League usel; Kiwanis-Hobart ballfield. They requestefd" <br />permission to have a flagpole, refrigerator, amplified speaker <br />system, and telephone installed at Kiwanis-Hobart ballfield.' <br />All the equipment will be donated and will become the property <br />of the County when installed. The Babe Ruth League will pay for <br />telephone charges during their seasons; North County Recreation <br />will pay the charges between seasons. The Committee recommended <br />that the request be cyraAr-L. <br />Coca Cola will put in a lighted scoreboard if they can have a 5 year <br />contract that only their drinks will be sold and advertised. They <br />will furnish the sign, and the Kiwanis Club will have it installed <br />and hooked up. The Committee recommended that the County enter into <br />an agreement with Coca Cola for construction of the scoreboard. The <br />Committee further recommended that the Babe Rut`s League, or someone <br />else if they do not want to do it, be asked to run the concession <br />stand for a one year trial period during their ball season. The <br />County will pay for the electric operation of the concession stand <br />and scoreboard out of the present operating budget, and readdress <br />the cost at budget time. <br />The Committee recommended that the County have an appraisal done <br />of the South County Park parcel; the north Tracking Statio property, <br />and Ambersand Parkn and Co. owned property W of 43rd Ave or 5th St. SW. <br />APP 14 1987 109 <br />BOOK 68 PVVJF 109 <br />
