The Chairman opened the Public Hearing and asked,if anyone <br />wished to be heard in this matter. <br />Attorney Michael O'Haire, representing Eddie Smith, the <br />applicant, believed the map included in today's backup material <br />indicates the real situation with this property. The property is <br />a peninsula bounded on 3 sides by the County golf course and the <br />other side by North Winter Beach Road (69th Street), which is a <br />primary collector under the transportation element of the <br />Comprehensive Land Use Plan. There are no neighbors; (whatever <br />Eddie Smith does with his property will not impact anyone in <br />anyway. His property is currently zoned RS -6 and he is asking <br />for RM -6; there is no change in density or use. The only reason <br />for the application is to provide more flexibility for designing <br />a residential use of the property in an attached rather than a <br />detached configuration. Attorney O'Haire pointed out that there <br />has never been anyone from the public who has opposed this <br />request at previous meetings. Mr. Smith has donated property off <br />this piece to the County golf course. Attorney O'Haire stated he <br />was not suggesting in any way that there is a quid pro quo, but <br />emphasized that Mr. Smith has been more than cooperative. In <br />conclusion, Attorney O'Haire urged the Board to approve the <br />rezoning request. <br />Commissioner Wheeler asked why this could not be <br />accomplished through a PRD instead of going with a request for <br />multiple -family zoning, and Attorney O'Haire said that it was <br />just easier this way as it is special exception to go PRD under <br />RS -6. <br />Raymond Scent, 1605 71st Court, speaking as a member of the <br />general public and not as a realtor, pointed out that there is no <br />multiple -family housing in that particular area, and failed to <br />see why the north county should be deprived of an opportunity to <br />live in multiple -family housing.
