Keating ICP ASSOCIATES REQUEST TO <br />Planning & Development Director AMEND THE COMPREHENSIVE <br />PLAN AND REZONE 13 ACRES <br />FROM: Richard M. Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of -April 14, 1987. <br />DESCRIPTION & CONDITIONS <br />Stan Sosin, an agent for Brian West and Indian River Associates, <br />the applicants, is requesting to amend the Comprehensive Plan by <br />creating a 13 acre commercial node north of 17th Street and west <br />of Indian River Boulevard and to rezone 13 acres from RM -10, <br />Multiple -Family Residential District (up to 10 units/acre), to <br />CG, General Commercial District. <br />The applicants are proposing to develop this property for a <br />200,000 square foot shopping center. <br />On March 12, 1987, the Planning and Zoning Commission voted <br />4 -to -1 to recommend approval of these requests. <br />The rezoning part of this request was advertised for public <br />hearing for discussion purposes. However, final action cannot <br />occur until the Comprehensive Plan amendment app;ication is <br />considered in August. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property contains five single-family residences and <br />vacant land. North of the subject property, across 18th Street, <br />are condominiums in the City of Vero Beach zoned RM -10, <br />Multiple -Family (up to 10 units/acre). East of the subject <br />property is undeveloped property in the City of Vero Beach zoned <br />C-lA, Tourist Commercial. Further east, across Indian River <br />Boulevard, is the Vero Beach electrical power plant. South of <br />the subject property, across 17th Street, is a postal facility <br />zoned C-lA and the 17th Street Office Plaza zoned POS, <br />Professional Office Institutional District, which are located in <br />the City of Vero Beach, and single-family residences in the <br />County zoned RM -10.
