BOONE <br />ENGINEERING OPERATIONS MANAGER <br />SUBJECT: 12TH STREET AND 6TH AVENUE <br />INTERSECTION UTILITY IMPROVEMENTS <br />BACKGROUND <br />DATE: APRIL 20, 1987 <br />As you know the Division of Utility Services is currently constructing <br />major water system improvements along 12th Street, east of Old Dixie <br />Highway. At the same time, the Division of Public Works is <br />constructing major roadway improvements in the same location. These <br />roadway improvements cannot be initiated until completion of the water <br />system improvements and relocation of existing water and wastewater <br />facilities, in the intersection of 12th Street and 6th Avenue, which <br />were not identified as being in conflict with the road improvements. <br />Attached for your review and approval is Change Order No. 2 <br />as submitted by Masteller and Moler Associates, Inc., for additional <br />engineering services. <br />Since time is of the essence and to avoid further delays in the Public <br />Works road improvements, it was not feasible to go through customary <br />bid procedures, but rather, the Division of Utility Services solicited <br />quotations from a number of local contractors for the subject utility <br />construction. <br />ANALYSIS <br />The Division of Utility Services has negotiated with several <br />contractors to lower construction costs for the project, we feel it <br />necessary to proceed at this time, with the net result of the subject <br />improvements being an addition of $3,185.00 for engineering services <br />and 30,918.50 for additional construction costs which will be done by <br />Coastline Utilities, Inc. <br />RECOMMENDATIONS <br />The Division of Utility Services recommends that the Board of County <br />Commissioners authorize the subject utility improvements by executing <br />Change Order No. 1, for Coastline Utilities, Inc., and by executing <br />Change Order No. 2, for Masteller and Moler Associates. <br />Director Pinto reported that further negotiations took place <br />after staff had submitted their original recommendation to the <br />Board, and the above memo sets out their amended recommendation. <br />He explained that they lowered the cost and are utilizing the <br />existing contract we have with the firm of Coastline Utilities. <br />They, therefore, recommend the Board approve Change Order No. 1 <br />for Coastline Utilities. <br />APR 2 1227 29 <br />
