Chairman Scurlock felt if the road impacts a utility <br />easement, then it becomes a part of the road project, and in the <br />budgetary process, we need to try to start looking into this. <br />There are times when Utilities doesn't need to be doing anything, <br />but because of the road project they are incurring large <br />expenditure that do not necessarily relate to additional revenue. <br />Director Pinto agreed and noted that impact fees can't be <br />used to do this either because you are not picking up one new <br />customer. <br />Chairman Scurlock asked if Public Works Director Davis <br />agrees that if we have the utility easement and the road work <br />interferes with the utility line, it should be part of the cost <br />of the road project. <br />Director Pinto believed they are coming to an understanding. <br />He felt there are areas where Utilities should share in the cost. <br />Sometimes just because the roadwork is being done, we go ahead <br />and enlarge the lines simply because it makes sense to do it at <br />that time. <br />Discussion continued at length about accounting for all <br />this, and Director Pinto stated that it is a difficult situation, <br />but Public Works Director Davis always has been more than <br />cooperative. <br />Commissioner Bird believed we just agreed to have his <br />department add a project manager and that may help. <br />Director Pinto felt we certainly can look forward to closer <br />coordination in designing new lines and putting them in according <br />to the road master plan.
