Nearing REFERENCES: Williamson, Inc. <br />Staff Planner �-�,/� DAVE3 <br />It is requested that data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of April 21, 1987. <br />DESCRIPTION AND CONDITIONS: <br />On February 25, 1987, Williamson, Inc., owner of Vero Beach <br />Lincoln Mercury was granted minor site plan approval to construct <br />an addition to the existing automobile dealership. The dealership <br />is located at 1066 U.S. 1. <br />As a condition of site plan approval, the applicant agreed to the <br />requi&ent that prior to the release of the site plan, he would <br />reserve the west 10 feet of the site's frontage on U.S. 1 for the <br />future dedication of road right-of-way. Pursuant to Ordinance <br />#86-63, adopted by the Board in August of 1986, the applicant was <br />offered the. option, during site plan review, to either dedicate <br />the additional right-of-way or reserve it for future dedication. <br />Ordinance #86-63 amended the site plan requirements to allow <br />applicants requesting minor site plan approval to reserve portions <br />of their property for future road right-of-way in lieu of <br />dedication. Reservation of the property will assure that it will <br />be available in the future for additional right-of-way at such <br />time as the County, or the FDOT, may require it for expansion or <br />road improvements. The attached reservation document (Attachment <br />#3) precludes the applicant or his successors from constructing <br />additional permanent site improvements such as paved parking or <br />stormwater management tracts within that area reserved for future <br />right-of-way. The applicant may, however, utilize the reserved <br />area for temporary non -required improvements and for any existing <br />improvements within it until such time as dedication is necessary. <br />ANALYSIS: <br />Per Section 23.3(D) (1) (a) of the site plan review standards, <br />Relationship to the Transportation System, the applicant has <br />submitted an executed "Reservation of Road Right -of -Way" document <br />for approval by the County. This document: <br />1. specifies the portion of the site to be reserved for <br />future road right-of-way, <br />2. requires.the sale of said property to the County at such <br />time as it is deemed necessary for roadway improvements, <br />and <br />8 <br />
