Sheriff Dobeck explained that back when the administration <br />of the Jail was under the County Commission, it was his under- <br />standing that former County Administrator Michael Wright and <br />Capt. Bill Baird reached a tentative agreement with the <br />Department of Corrections that upon completion of Phase 11, it <br />would be necessary to add additional staff to Phase i in order to <br />bring the staffing level to standard requirements. He believed <br />that Doug Wright of Emergency Management, who was working for the <br />State at that time, sat in on that discussion. Today's request <br />is for i1 additional staff members. Presently, the population <br />of Phase 1 is 188, with 47 people sleeping on the floor. At the <br />time the above memo was written, Phase I housed 88 pre-trial <br />felons, 32 semi -felons, 26 pre-trial misdemeanors, and 24 <br />sentenced misdemeanors. Sheriff Dobeck requested the ',Board to <br />provide 6 inside security officers, 3 control room officers, and <br />2 officers for visitation and recreation. <br />Chairman Scurlock was concerned about how we got to this <br />point because he remembered that when we had the Jail designed, <br />we looked very specifically at the required staffing levels since <br />we realized that it is the operating costs for these facilities <br />that kill you, not the initial construction. He remembered very <br />clearly that when Mike Wright returned from meeting with the DOC <br />in Tallahassee, he had a letter in hand stating that the <br />appropriate staffing was 39 persons. In fact, there has been <br />some recent correspondence which indicates that number is still <br />at 39, which differs significantly from what we are hearing <br />today. If we add 11 additional people for Phase i, each at <br />$25,000 a year with fringe benefits, we are talking about <br />$89,000, which is only for the balance of the budget year. That <br />figure would more than double for fiscal year 1987-88. The <br />Chairman wondered why the DOC would agree to 39 if that number <br />really is not sufficient. <br />Sheriff Dobeck advised that he had not seen any <br />correspondence on that figure, but stated he would belglad to go <br />17 <br />BOOK rr+,t 176 <br />
