ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously authorized <br />the Sheriff to hire 11 new people who are to be <br />phased in at an amount not to exceed $70,000 in this <br />fiscal year, with the understanding that the Sheriff <br />will come back with budget amendments as he does the <br />hiring; funding to come from the general fund <br />contingencies. <br />Former Commissioner Pat Lyons recalled that he was present <br />at some of the meetings with the DOC and felt the State looked at <br />the theoretical minimum since this was a brand new jail which <br />might require more than 39 staff members in the future. The <br />point is that they would not let us operate with less than 39. <br />However, he believed that our new Jail is a very efficient <br />operation. <br />Sheriff Dobeck asked for the Board's direction on how to <br />budget for utilities and maintenance of the Jail for fiscal year <br />1987-88, and Chairman Scurlock said he would like to see them <br />cost allocate everything either to the Jail or to Building 8 <br />Grounds because when budget time arrives and the community wants <br />to know where we are spending the money, we can go right to it. <br />Director Baird explained that Building & Grounds have people <br />on their payroll who handle the Sheriff's maintenance, but the <br />utility bills for the Jail are paid out of the Sheriff's budget. <br />Public Works Director Jim Davis noted that his division is <br />in the process of preparing the budget for Building & Grounds for <br />fiscal year 1987-88, and the way that department is currently <br />operating is confusing. He would like to have the costs totally <br />segregated so that all of the Jail maintenance and utilities are <br />brought under that budget in order to have a true cost <br />accounting.
