Keat ng, CP <br />Director, Co nit <br />Development Division <br />SUBJECT: COUNTY -INITIATED REQUEST <br />TO REZONE APPROXIMATELY <br />145 ACRES FROM RS -6 TO <br />RS -3 <br />7 <br />,Richard M. Long -Range Planning REFERENCES: <br />CTY REQ <br />RICH2 <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 5, 1987. <br />DESCRIPTION & CONDITIONS <br />The County is initiating a request to rezone approximately 145 <br />acres located South of North Winter Beach Road (69th Street), <br />North of South Winter Beach Road (65th Street) and East of the <br />Lateral "G" Canal from RS -6, Single -Family Residential District <br />(up to 6 units/acre), to RS -3, Single -Family Residential <br />District (up to 3 units/acre). <br />On October 21, 1986, the Board of County Commissioners rezoned <br />approximately 250 acres located north and west of the subject <br />property from RS -6 to RS -3 and rezoned 35.4 acres located east <br />of the subject property from RS -6 to RM -6, Multiple -Family <br />Residential District (up to 6 units/acre). At that time the <br />Board decided not to rezone the subject property from RS -6 to <br />RS -3. <br />On February 17, 1987, the Board of County Commissioners amended <br />the Comprehensive Plan by redesignating approximately 250 acres <br />located north and west of the subject property (which was <br />rezoned from RS -6 to RS -3 in October of 1986) from LD -2, <br />Low -Density Residential 2 (up to 6 units/acre), to LD -1, <br />Low -Density Residential 1 (up to 3 units/acre). At that time <br />the Board expressed an interest in reconsidering the land use <br />designation of the subject property and directed the staff to <br />initiate rezoning of the subject property from RS -6 to RS -3. <br />On March 26, 1987, the Planning and Zoning Commission voted <br />6 -to -1 to deny this request. The Planning staff has appealed <br />this decision in order for the Board to consider this rezoning <br />request. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />EXISTING LAND USE PATTERN <br />The subject property consists of undeveloped land, a church, <br />and several single-family dwellings. North of the subject <br />property, across North Winter Beach Road, are single-family <br />dwellings and undeveloped land zoned RS -3.
