_ M <br />contingencies, and OMB Director Joe Baird advised that it could <br />be done either way. <br />Commissioner Eggert felt she would like the Clerk to find <br />the $2700 within her budget, and pay the approximate balance of <br />$13,000 out of.her personal funds if she wished to participate to <br />that extent. <br />Commissioner Bird asked how long Freda Wright has been a <br />county employee, and Commissioner Wheeler believed it has been <br />somewhere in the area of 42 years. <br />Chairman Scurlock emphasized that we are not talking about <br />Freda's entire retirement period, we are talking about upgrading <br />a specific period, 1977-81. In 1977 the State Retirement Program <br />established an official category for elected public officials, <br />whereby elected officials could contribute 17% of their gross <br />income to the retirement fund,,which is a much higher level than <br />that of general employees. In fact, he believed that only judges <br />and state legislators are at a higher level. <br />Commissioner Wheeler asked if they had the option at that <br />time to participate, and Chairman Scurlock explained that is the <br />option that is being made available, to upgrade that specific <br />4 -year period. <br />Commissioner Eggert felt that $2700 was a nice amount to set <br />a cap at, and pointed out that Pat Lyons worked as an elected <br />public official for 8 years. <br />Commissioner Bird asked how long Freda has been an elected <br />official, and Chairman Scurlock believed it has been 12 years. <br />Director Baird explained that elected public officials have <br />had the option right along to switch to the program, but they <br />would have had to pay for it themselves.
