DeBlois t'�D REFERENCES: TM #87-403 <br />Staff Environment Planner <br />_ode Enforcement Coordinator <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting on May 12, 1987. <br />DESCRIPTION & CONDITIONS: <br />Since being established four years ago, the Indian River County <br />Code Enforcement Board has conducted approximately 200 eviden- <br />tiary hearings and issued a substantial number of orders. The <br />Board has never had a problem enforcing the County's codes in <br />the past. One type of violation, however, has affected the <br />Board differently. This is the type of violation where the <br />violator, because of his economic circumstances, is more of a <br />victim than a violator. Because of this type of case, the Code <br />Enforcement Board wishes to obtain direction from the Board of <br />County Commissioners. <br />At their regular meeting held on March 23, 1987, the Code <br />Enforcement Board asked that the staff approach the Board of <br />County Commissioners, to request that the Commission give the <br />Code Enforcement Board direction as to how to handle the <br />problem of illegally located mobile homes, when those homes are <br />occupied by people who cannot economically afford to move <br />them, and/or cannot find other affordable housing.
