MAY 1 <br />which was so successful. It is basically what we call an <br />arterial or core system, consisting primarily of pumping stations <br />and force mains. The project components are sized for the <br />ultimate flows at buildout in this area. The initial facilities <br />include a 1 -million gallon treatment plant, but they expect that <br />the ultimate flow will be somewhere in the neighborhood of 5 to 6 <br />million gallons daily, which is consistent with some of the other <br />subregional plants the County is constructing. it will be the <br />requirement of the connectors, whether they are abandoned package <br />plants, future project developers, or individual customers, to <br />provide for construction and financing of their own collection <br />and conveyance system to get to the County's lines, where it will <br />be taken, pumped, treated, and reused. <br />Chairman Scurlock said that this time we are going to be <br />doing it a little differently than the assessment on SR -60 in <br />that if any developer is participating at 50 or more, we would <br />require a letter of credit so that if that developer goes under, <br />the County's cash flow would not be interrupted. <br />Mr. Masteller introduced engineer Rowena Sommer who was <br />responsible for putting together the assessment roll for this <br />project. <br />Ms. Sommer reported that Masteller and Moler has estimated <br />the cost of the project at $7 -million, and 7500 reserved ERUs <br />translates into revenues of approximately $9 -million, which <br />leaves an excess of $2 -million. Should any commitments to this <br />system fail, this surplus amount can aid in financing the <br />project. To organize all of these commitments, they adopted the <br />system that is currently in use by the Property Appraiser's <br />Office, whereby a tax identification number is assigned to each <br />property. This I.D. number is marked on tax maps and can be <br />computerized. Referring to blown -up maps of the area, she <br />pointed out that the properties shown in yellow represent the <br />ones that wish to participate in this project.
