Kea ing'AICP SUBJECT: FOR ORDINANCE CHANGES <br />Planning & De elo.ment Director AFFECTING RIGHT-OF-WAY <br />REQUIREMENTS <br />FROM: Stan Boling .46 FEREN ROW <br />• Chief, Current Developme CES: STAN4 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 19, 1987. <br />BACKGROUND <br />In January of this year,members of the Planning and Zoning Commis- <br />sion expressed concerns regarding apparent inequities in the <br />County's right-of-way acquisition requirements and policies. <br />Subsequently, a Planning and Zoning Commission public workshop was <br />-held on February llth to discuss right-of-way issues. At the <br />workshop, there was a consensus that rights-of-way called for and <br />required via the Thoroughfare Plan and development ordinances was <br />necessary. However, there was also a consensus that there is a <br />problem with current County right-of-way regulations and policies <br />in that imbalances can occur between the value of required dedica- <br />tion area and compensation received for the dedication. At the <br />workshop, Planning and Zoning Commission members asked staff to <br />research alternatives for redressing the imbalances. <br />At the April 23, 1987 regular Planning and Zoning Commission <br />meeting, staff presented the Planning and Zoning Commission with a <br />report, analysis and recommendation regarding dedication/compen- <br />sation imbalances (see attachment #1). After considering staff's <br />report, the Planning and Zoning Commission voted unanimously to <br />12 <br />
