1 <br />DESCRIPTION & CONDITIONS <br />Vero Beach Storage Center, Inc., an agent for Larry Anderson, <br />the owner, is requesting to rezone one acre located west of the <br />F.E.C. Railroad, north of 4th Street, and south of 4th Place from <br />CH, Heavy Commercial District, to IL, Light Industrial District. <br />The applicant intends to expand the storage facility located <br />north of the subject property to include indoor and outdoor <br />storage facilities on the subject property. <br />On April 9, 1987, the Planning and Zoning Commission voted 7 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include ,a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped. North of the subject <br />property is the Vero Beach Storage Center zoned IL. East of the <br />subject property, across the F.E.C. railroad, is a muffler shop <br />zoned CH. South of the subject property, across 4th Street, is a <br />mobile home park zoned RMH-6, Mobile Home Residential District, <br />and two mobile homes, a warehouse and a mini -storage facility <br />zoned CH. West of the subject property are two single-family <br />dwellings, Hibiscus Manor and a floor covering busines$ zoned CH. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all of <br />the land around it as part of the U.S. 1 MXD, Mixed -Use District <br />(up to 6 units/acre). The proposed IL zoning is in conformance <br />with the Comprehensive Plan and is consistent with the IL zoning <br />to the north. <br />Transportation System <br />The subject property has frontage on 4th Street (classified as a <br />primary collector street on the Thoroughfare Plan) and to 4th <br />Place (classified as a local street). The CH and IL Districts <br />would allow a similar amount of traffic to be generated by this <br />property. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water is available.
