Kea inP TO ESTABLISH SELF-SERVICE <br />Planning & Development Director STORAGE FACILITIES IN THE <br />CG DISTRICT AS A SPECIAL <br />EXCEPTION USE <br />FROM: David C. Nearing cS REFERENCES: <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 19, 1987. <br />DESCRIPTION & CONDITIONS <br />The staff is initiating a request to amend the zoning ordinance <br />by establishing self-service storage facilities as a special <br />exception use in the CG, General Commercial District, and to <br />replace the current definition of mini -warehouses with a <br />definition of self-service storage facilities. <br />Self-service storage facilities have been referred to as <br />mini -storage facilities or mini -warehouses in the past, However, <br />as this industry has evolved, it has become clear that these <br />facilities are not warehouses which have employees but are small <br />storage facilities which have customers. Warehouses are usually <br />used by manufacturers, whereas families and small businesses use <br />self -storage facilities. <br />With the growth of this industry over the last twenty years, many <br />communities have reevaluated their regulations concerning these <br />facilities. Some communities currently allow self-service <br />storage facilities as a conditional use in residentially -zoned <br />areas. <br />On April 23, 1987, the Planning and Zoning Commission unanimously <br />recommended that the Board of County Commissioners adopt this <br />ordinance. <br />ALTERNATIVES & ANALYSIS <br />Based on recent changes in the regulation of self-service storage <br />facilities, the staff feels that these facilities should be <br />allowed as a special exception use in the CG district with <br />specific criteria included to ensure that they are not a <br />warehouse but a facility designed to provide limited storage <br />space for families and small businesses. The definition of <br />self-service storage facility included in the attached ordinance <br />was developed by the Florida Legislature in its efforts to <br />support the industry. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends approval of the <br />attached ordinance. <br />31 <br />MAY 19 1987 BOOK 68 F9 f 34 4 <br />
