.MAY101987 <br />BOOK 'F���Fa� 1 � �� <br />j 1 <br />Francis Pettis, 1446 5th St., a school teacher for 20 years, <br />wished to emphasize that no matter what you call it, the day care <br />center is a commercial enterprise. He stated that he does not <br />want to live next to a day care center; he has made an investment <br />in the area and does not want to see it go down hilt. If the <br />Board votes for this, he felt they are doing nothing except <br />adding to the traffic problem, and with 500 signatures opposing <br />this, he asked how the Board could even consider approving it. <br />Engineer Dean Leuthje summarized very briefly that his <br />clients feel there is a need in the area. As to the child care <br />facility run by the church, he believed their minimum age <br />requirement is two years, and he also believed that the church <br />would like the parents to be members of that church. (This was <br />refuted by members of the audience.) Mr. Luethje continued that <br />Mrs. Milts will keep children from the age of 6 weeks. He noted <br />they are all aware this is a bad intersection, and they are <br />willing to wait until that intersection is approved before they <br />would open the use. He further pointed out that 20th Avenue is <br />not the heart of a residential neighborhood; it is a corridor and <br />classified as a secondary collector. They do believe this is a <br />good location for the center and that is why they are requesting <br />the special exception. <br />The Chairman determined no one further wished to be heard <br />and thereupon declared the public hearing closed. <br />Chairman Scurlock still has a problem with this. He did not <br />think a day care needs to be in commercial, but he had a question <br />about having them in a residential area when they are not being <br />accepted by the community. He realized we have to have some <br />place for these facilities, and while he believed the Mills have <br />tried to find a proper place, he just felt there must be a better <br />way to approach these special exceptions. You have 500 people <br />who don't want it, but then where do you put it? If one were <br />proposed in his neighborhood, he believed he would be standing <br />here the same as these people vehemently opposing it. <br />54 <br />
