Commissioner Wheeler expressed his interest in exploring <br />this possibility as he believed this property, which is becoming <br />extinct, may be potentially even more valuable to the county than <br />the wetlands. <br />Chairman Scurlock further noted that it is buildable, and <br />Commissioner Wheeler stated that he would like to pursue this in <br />the Light of having a county park or possibly for disposal of <br />effluent. <br />Chairman Scurlock believed some message has gotten out that <br />the county has used impact fees to acquire land, and that is <br />absolutely incorrect. He confirmed that the Utility staff has <br />indicated a very significant desire to reserve land for effluent <br />disposal, particularly in the south county where there are no <br />golf courses, but impact fees have not been used for this <br />purpose. <br />Commissioner Wheeler noted that the Mooney property is <br />adjacent to Hobart Park and asked if it would be possible to swap <br />some of the rights and uses of these properties. <br />Chairman Scurlock advised that we were told that in order to <br />allow the cemetery to use the 17 acres of park property, we would <br />have to replace them with a like 17 acres. He did not' know if <br />effluent disposal is a possibility on this property or not as he <br />has not talked with Utility Director Pinto about it. As to <br />generating funds for such a purchase, he believed one potential <br />source may be the franchise fees that we acquired from the City <br />of Vero Beach, which are generating about $700,000 this year, and <br />we also could do the same as we did with the Beach Bonds. <br />Commissioner Eggert asked if you don't change scrub land <br />when you put effluent on it, and the Chairman stated that he did <br />not know. He noted that we do have a requirement in regard to <br />providing 10 day storage of effluent, and possibly this property <br />could be used for that purpose where there would not be any <br />effluent going into it except in some very specific short <br />duration periods of heavy rainfall. <br />MAY 19 1987 <br />59 <br />BOOK 68 F Jr 3 /6 <br />
