ANALIS <br />The Indian River County Division of Utilities Services requested our <br />consultants, Camp Dresser and mcKee, Inc., to submit a proposal to <br />perform the subject service. Attached information is the result of <br />that request. The scope of work is clearly defined along with <br />anticipated tasks. As you can see from the submitted information, <br />there is an enormous amount of work to be performed. <br />RECOMMENDATION <br />The Division of Utility Services recommends approval and 'requests the <br />Board of County Commissioners to authorize CDM to perform this work <br />under our existing agreement at a price not to exceed $159,000.00- as <br />per attached submittal. <br />Before she left on vacation, Commissioner Eggert submitted <br />the following memo listing her comments on the issue: <br />TO: Board of County ��1TE. Eggert &9W REFERENCES: <br />County Commissioner <br />In going over the Scope -of Work for the development and <br />implementation of the Solid Waste Billing System with three <br />representatives from CDM, I came away with the}Following <br />conclusions: <br />1. The description of some of the tasks has been <br />oversimplified. <br />2. The newness, sensitivity and potential for a court case <br />concerning this requires the involvement of the higher level <br />of management earlier than is required in many projects. <br />3. Tasks 408 and 409 could potentially take a lot of the time <br />of the top three men in handling the questions of the <br />community; however, there may be more hours here than <br />really needed and could be a place where a fee reduction <br />could be made. <br />47 <br />MAY 2 6 1987 BOOK <br />
