Director Keating noted that the DER now is recommending that <br />a substantial part of the north island be included in the <br />undeveloped designation, and it is not clear just how this would <br />affect the citrus industry that is there. He further noted that <br />the area proposed to be included south of CR510 is substantially <br />developed already with centralized utilities in place. There are <br />a number of major developments there which are either ih the <br />ground or proceeding at this time. <br />Chairman Scurlock believed they have actually split the <br />Indian Trails and Sea Oaks projects right in half, and 'it bothers <br />him that they just came in and surveyed and proposed taking 600 <br />million off our tax rolls without even coming to the county, <br />which has done a mandated Comprehensive Plan and set many <br />limitations on growth on the island. <br />Commissioner Bird believed the last time this camel' up, <br />property owners in the area got organized and joined together in <br />the lobbying effort, and he believed a lot of those same people <br />are here today and will join us in this effort once more. <br />This was confirmed by Director Keating, who agree that the <br />.property owners put forth extensive lobbying efforts i the past <br />and surely will again. <br />Director Keating believed the Board has three alternatives - <br />1) do nothing; 2) take a stand either for or against; or 3) <br />follow staff's recommendation, which is to take a position <br />against the proposed designation and also against the existing <br />P-10 unit there now. He noted that staff has drafted a letter to <br />that effect to be sent to the Department of Interior. A few <br />minor factual changes have been suggested by Attorney Caldwell, <br />which he felt are good ones. The letter basically identifies why <br />the existing P-10 unit does not meet the criteria and id not <br />meet it in 1982 and also why the proposed expansion do s not <br />either. <br />11 <br />JUN, BOOK P�Gc <br />
