Balczun, <br />County Administrator <br />strator SUBJECT• <br />Right-of-way Acquisition on <br />4th Street <br />FROM:C. <br />James W. Davis, P.E., REFERENCES: Ron D. DeGrazia, Brighton <br />Public Works Director Builders, Inc. to Indian River <br />6-2-87 <br />DESCRIPTION AND CONDITIONS <br />Brighton Builders is purchasing eight lots along 4th Street between 38th <br />Avenue and 35th Avenue. The Builder plans to build eight small houses on <br />50' x 100' lots. The County presently has a 60' wide dedicated 4th Street <br />right-of-way along the south of the lots. The County Thoroughfare Plan <br />designates 4th Street as a Primary Collector route with a required <br />right -of -Way width of 100'. Additional right-of-way of 40' is required to <br />comply with the Thoroughfare Plan. In order to render a portion of the <br />lots buildable, the developer would be willing to sell to the County the <br />south 25' of the lots which would result in four - 50' x 100' lots which <br />could accommodate four small houses. This would result in an 85' wide <br />right -of --way along 4th Street instead of a 100' right -of --way. To the west <br />of the lots (on 1 and 2, Block C, Clemann Estates Subdivision), a single <br />family house is constructed which would encroach the future 100' right-of- <br />way. Due to this constraint, the future road design would have to be <br />adjusted or the -house purchased for the additional 15' to allow a 100' <br />right-of-way. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />_ Purchase the additional 25' of right-of-way as follows: <br />The North 25' of the South 50' of the following lots; 23 and 24, <br />Block C, 1, 2, 23 and 24, Block F; and 1 and 2 of Block G, <br />Clemann Estates Units No. 1 <br />This would result in an 85' wide right-of-way along 4th Street instead <br />of the 100' as designated in the County Thoroughfare Plan. The cost <br />would be approximately $28,000. <br />Alternative No. 2 <br />Purchase by the. County of the entire eight - 75' x 100' lots which <br />would result in a 135' right-of-way along 4th Street. The cost would <br />be approximately $56,000. <br />z RFICOMIMMATION AND FUNDING <br />Staff re=mOnds purchasing the entire 8 - 75' x 100' lots (alternative # <br />2). Funding to be by Local Option Gas Tax Revenue. <br />9 <br />
