Inasmuch as more than 70 per cent of the land in the area proposed to be <br />annexed is owned by legal entities which are not electors of such area, it <br />is required by Section 171.0413(5) Florida Statutes that the owners of more <br />than 50 per cent of the land in such area, "consent to such annexation" prior <br />to the referendum to be held on the annexation. <br />Indian River County is a large landowner in the area subject to annexation, pri- <br />marily, Round Island Park which is approximately 91 acres. Accordingly, the City <br />respectfully requests that you inform us if you are willing to give your "consent <br />to such annexation". A "Consent Form" will be sent to all property owners, in- <br />cluding the County, in the area to be annexed after the annexation report is pre- <br />pared. Such consent is merely a condition precedent to an annexation referendum <br />which would put the question to the electors of the City and the electors of the <br />area to be annexed. A separate majority for each group is necessary to accomplish <br />annexation. Should the County prefer not to consent to annexation, the City could <br />adjust the area to be annexed so as to terminate the annexation at the North bound- <br />ary of Round Island. <br />Your early consideration of this matter will be appreciated. Litt e <br />City Manager, <br />Box 3726, Beach Station <br />Vero Beach, FL 32964 <br />1 Jame 1987 <br />Board of County Commissioners <br />1840 25th Street <br />Vero Beach, FL 32960 <br />Dear Cows sinners , <br />Representatives of Castaway Cove, Wave I, Floralton Beach and the <br />Moorings Property Owners Association, in concert with other South Beach <br />property owners, are actively pursuing annexation of the South Beach area <br />(from the south county line to the south city line) into the City of Vero <br />Beach. <br />We believe that annexation of this area will have several benefits. <br />The major and most important benefit to the County and to the South Beach <br />residents will be that better police protection will be provided by the <br />City, with response time designed for two minutes or less under normal <br />circumstances. This has the advantage to the County of relieving the <br />sheriff of responsibility for patrolling an area which is widely separated <br />from the other unincorporated areas of the County. <br />As you are aware, there have been robberies in the South Beach area <br />where the perpetrators originated out of St Lucie County. The frequency <br />of such incidents is likely to increase with the crack cocaine epider_zic. <br />Other benefits which would accrue to our residents from annexation <br />relate to utility services. The City of Vero Beach now provides electric, <br />water and sewer service to us. We pay the City an out -of -city surcharge <br />of 10% on sewer service -and a gross County fee of 690 (in lieu of franchise <br />fee) on our utility bills. As City residents we would not have to pay the <br />sewer surcharge or the 690 County fee. Likewise, for curbside garbage <br />service we now pay Rural Sanitation $11.48 a month.
