Commissioner Bird felt that perhaps staff could readjust the <br />assessment roll since Mrs. Holland's 5 -acre "pond" is going to <br />continue to take the drainage from the subdivision, making a <br />portion of her property unusable. Possibly, the pond should not <br />be included in the assessment calculations. <br />Director Davis advised that staff would certainly be glad to <br />take a look at that to see if the assessment roll should be <br />adjusted due to the fact that some of the land is unusable and <br />unbuildable. <br />A lady who did not give her name urged the Commission to - <br />extend the payments over 5 years for all property owners. - <br />A gentleman, -speaking from his seat in the audience, <br />suggested that the County buy the "pond" and dedicate it for use <br />as a neighborhood park, but Chairman Scurlock emphasized that in <br />other cases the County has tried to give neighborhood ponds back <br />to the residents, but they don't want them. <br />Wanda Gunno, 2404 SE 2nd Court, was concerned that the open <br />ditches would be a breeding place for mosquitos, but Director <br />Davis explained that swales are designed to be dry so that the <br />grass can be mowed. <br />Harriet Constable, 2443 3rd Avenue SE, did not believe the <br />drainage project was necessary. In addition, she expressed her <br />annoyance over the mailboxes being moved to the end of the street <br />during construction. She asked who benefits from the excess from <br />the project, and Director Davis advised that any excess fill is <br />used by Road and Bridges on other projects in the county. <br />Mrs. Constable asked if they would be assessed for what the <br />letter stated, and Director Davis explained that this is the <br />preliminary assessment roll, and that the final assessment <br />probably would come in for a little less. <br />Cleo True, 2403 1st Court, expressed his concern about his <br />property on the corner which is the lowest point on the street, <br />and suggested that some of the excess fill be be placed there so <br />that all the drainage will not come onto his property. <br />29 BOOK �r'A�t� <br />JUL 1.198? <br />
