The Chairman asked if anyone present wished to be heard. <br />Mary Jane Goetzfried of CCL Consultants came before the <br />Board representing that owners and developers of Treasure Ridge <br />Golf Course. Their client's position is that attachment of <br />conditions to this plan are premature, and they question the <br />basis for those conditions. <br />Mrs. Goetzfried stressed that pursuant to Sec. 25.3 of the <br />County Code, which they are working within, today's issue is a <br />determination as to the appropriateness of the use of the golf <br />course, and its compatibility with the permitted uses within the <br />RM -6 District. In the site plan process, they will be required <br />to develop explicit.and very detailed engineering and vegetative <br />surveys, etc. <br />Mrs. Goetzfried continued that staff refers to design and <br />performance standards for wet retention system, and the lakes <br />designed now are for aesthetic and irrigation purposes only. As <br />to the very specific criteria set out in staff's memo, she noted <br />that while the Board may be familiar with the sand ridge draft <br />ordinance, none of this has been workshopped or available to the <br />public prior to this. She further noted that they will not be <br />able to pull any permits to develop the course until they get St. <br />John's and DER permits. <br />With reaard to removing the overburden located on the site, <br />Mrs. Goetzfried noted that about 60-650 of the site has been <br />mined down to 241. The remaining overburden is within the 150' <br />buffer area, and in all likelihood, that material will remain on <br />there to be used in the contour grading on the site. They are <br />working within the ordinance regarding sand mining, and until it <br />is determined that material is not used, they would like to have <br />the ability to remove it if necessary. Mrs. Goetzfried stated <br />that they would like the Board to approve the special exception <br />plan with no conditions. <br />The Chairman determined that no one further wished to be <br />heard and thereupon declared the public hearing closed. <br />39 BOOK � <br />J U L 14 1987 <br />
