DISCUSSION RE OPERATION OF SEBASTIAN INLET STATE PARK <br />The Board reviewed memo from Administrator Baiczun: <br />Board of County Commissioners <br />t;es <br />Finance <br />--her <br />FROM: Charles P. Balczun, County Administrator <br />DATE: July 2, 1987 <br />RE: SEBASTIAN INLET STATE PARK -PROPOSAL TO ACQUIRE/ <br />OPERATE <br />Attached you will find a report prepared by David C. <br />Nearing of the Planning Department with respect to operating <br />revenues and expenses of the Indian River County portion of <br />Sebastian Inlet State Park. <br />As you will note, that portion of the park currently <br />operates at an annual deficit of approximately <br />$165,875. <br />While we have not performed an analysis of costs which <br />would arise from acquisition or operation by Indian River <br />County based on relative wage rates of personnel, more/less <br />park staffing, overhead and other expenses it seems likely <br />that we would suffer similar net losses. <br />In the event Indian River County elected to acquire or <br />operate the park, it would be necessary for us to fund the <br />operation so as to 'break even' at a minimum. <br />Other than underwriting net costs with ad valorem <br />taxes, several alternatives are available for your <br />consideration: <br />Entrance Fees <br />Daily <br />Annual <br />.. Increase in use fees <br />. Daily camp fees <br />State Financial support during transition <br />period. <br />Several alternatives are available <br />such as agreement whereby the state <br />would cover our losses fully in the <br />first year, two thirds in the second <br />year and one third in the third year. <br />Please note that this information should be considered <br />as a starting point for our discussion. <br />75 <br />JUL 14.1987 BOOK bs r'AUr SZ�! <br />
