DER has indicated they are going to require some type of electronic <br />metering system for all monitoring wells in the near future. There is <br />no indication when this will take place or what exactly will be <br />mandated by DER. <br />Should an electronic system be required for the wells at a later date, <br />we would need to remove paving at the well locations and along a route <br />to a location of the required equipment. To eliminate this very <br />expensive type installation, Change Order No. 6 is submitted to allow <br />installation of conduit at this time that will accommodate wiring when <br />the new law is passed. This work can be performed for a total cost of <br />$1,673.00. <br />Based on the above data, staff recommends approval. Funds are <br />available in the Construction Contingency Fund. <br />Commissioner Wheeler wished to know if they are familiar <br />with what the electronic metering system might be or when this <br />might occur. He did not like the idea of spending $1600, and <br />then 10 years from now possibly have the government come up with <br />another type device that would monitor the wells in some other <br />way. <br />Commissioner Eggert was also concerned that whatever type of <br />monitoring system they may end up using could affect the <br />placement of the conduit in some way. She did not like to have <br />to face pulling up pavement, etc., but was not sure that we have <br />enough information on what might occur to be able to preplan <br />properly. <br />Administrator Balczun felt that, in any event, $1,673 is a <br />small expense for us to incur to insure that our gasoline storage <br />tanks aren't leaking into wellfields or into some aquifer. <br />Commissioner Wheeler noted that his question is whether it <br />is going to insure that and what monitoring device - when - how? <br />Chairman Scurlock believed that presently to monitor the <br />wells, samples are taken and sent off to be analyzed. He did not <br />fully understood how an electronic meter would be used. <br />In further discussion, it was felt more information was <br />needed. <br />ON MOTION by Commissioner Eggert, the Board unani- <br />mously agreed to table the above matter until the <br />next meeting. <br />9 BOOK V FADE " <br />I UL,I4g, ' <br />El <br />
