JUL 21 1997 BOOK 66 F,�UL SI <br />for land clearing and tree removal, and $1337 for the mitigation <br />replanting. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Eggert, by a vote of 4-1, Commissioner <br />Bird dissenting, the Board assessed a maximum fine of <br />$7000 of which $1337 is for the mitigation plan for <br />planting 29 red maple trees 8" in height, and $240 for <br />after -the -fact permits for land clearing and tree <br />removal. <br />REPORT FROM TASK FORCE ON CHILDREN'S SERVICES <br />Jill Hardin and Madelyn LaPlante gave a presentation on the <br />need for children's services in Indian River County. <br />SUMMARY <br />The Indian River Council of the Governor's Constituency for Children <br />convened an ad-hoc committee of twelve professionals to evaluate the status <br />of childrens services in Indian River County. <br />The assessment was in response to questions set forth by the County <br />Commissioners who were seeking to determine availability of programs and <br />services. <br />The Children's Services Council Task Force surveyed three areas, with <br />the following results: <br />1) There are large numbers of children and families "at risk" in <br />Indian River County; services are needed to reduce the consequences <br />inherent in those risk factors. <br />2) Many children are suspended/expelled from County schools. Without <br />a supervised alternative education program, a significant percent- <br />age of these children will find themselves interacting with the <br />Sheriff's Department and the Court4. <br />3) The lack of affordable counseling services for children with emo- <br />tional problems and substance dependency affect every aspect of <br />our community from crime to health care needs. <br />24 <br />
